Site Construction Manager – Ontario Solar (Brockville)

Purpose
As the Client's Site Manager reporting to the IPR GDF Suez Project manager with administrative reporting to The Vice-President - Construction, in Toronto you will have complete day-to-day responsibility for all construction related activities at the site(s), on behalf of the company, with respect to both major equipment vendors, and the EPC contractor.

Job Functions

  • Management of EPC and/or other contractors. Provide site management and coordination with external contractors and equipment manufacturers and support site permitting process, assist in the development of project schedules and cost estimates
  • Establishment and maintenance of effective inter-contractor co-operation, local government interface and community relations
  • Provide onsite management for project implementation, including, contractor evaluation and selection, construction, start-up testing, performance testing, and environmental compliance testing
  • Oversight of construction including health & safety, change order management and construction related permits
  • Management of project budgets and schedules
  • Preparation, updating and presentation of relevant project progress tracking reports as required
  • Reporting to Management as requested
  • Responsible for the everyday activities at the solar project during construction including road work, foundations, collection systems including energization of solar project, substation, interconnection and commissioning for compliance with design document and manufacturers requirements. Responsible for all RFIs, submittals and transmittals
  • Responsible for organizing and tracking of all the quality control and logistic documents including turnover documents to the owner
  • Coordinate with Project Manager and implement solutions to the encountered problems during the construction
  • Coordinate with Project Manager on design reviews for civil roads and foundations, collection systems, interconnect and substation
  • Responsible for organizing and tracking of all permits for the Province, Municipality and county
  • Conduct weekly and monthly meetings with all subcontractors, the owner and EPC provider involved in the construction of the solar farm
  • Responsible for creating the project schedule and updating the project schedule as construction progresses. Monitored all subcontractors that they were following schedule
  • Responsible for drafting subcontractor’s contracts, tracking quantities during construction and review and approval of all subcontractor pay applications and change order processing
  • Involved in interaction with property owners and public officials before and during construction. Address land issues for the owner
  • Promote safe work environment and quality conscious

Requirements
The successful candidate will need to have significant experience in the management of infrastructure construction projects. Preference will be given to candidates with power, or solar power experience. Major qualifications would include:

  • Experience with the management of contractors and vendors, preferably on power generation projects
  • Familiarity with construction permitting processes, ideally within Canada.
  • A strong understanding of power generation, transmission and distribution systems, and related equipment.
  • Significant experience with equipment, services, contracts, specification/procurement, and/or operations along with knowledge of construction of substations, high voltage and low voltage transmission lines.
  • Strong people management skills, including managing unionized construction projects.
  • Understanding of construction laws and regulations, ideally in Canadian context.
  • End-to-end schedule and budget responsibility for infrastructure construction projects in previous positions is absolutely required.
  • Position requires a degree in a relevant engineering discipline or considerable equivalent experience, formal project and construction management training and eligibility or registration with the PEO, as a P. Eng.
  • Strong report writing skills.

  • Willingness to commit to 2 years in Eastern Ontario
  • Must be an Ontario resident as defined by the OPA under the FIT rules
  • Ability to meet highest attendance requirements
  • Ability to use personal computer, calculator, etc.
  • Ability to communicate effectively, both written and verbally
  • Ability to handle multiple assignments on a timely basis with a high degree of accuracy
  • Ability to read, write, speak proper English and give presentations before an audience
  • Maintain a valid driver's license
  • Able to climb heights, works in confined spaces and lift 50 pounds

Education /Experience

  • Minimum Experience Required
  • Position requires a degree in a relevant engineering discipline or considerable equivalent experience, formal project and construction management training and eligibility or registration with the PEO, as a P. Eng.
  • Scheduling and cost estimating experience
  • Experience in budget development and management
